HERMAN CAIN SUPPORTING "SELECTIVE TAXING"
Cain's 9-9-9 tax plan is unraveling faster than a cat playing with a ball of yarn. In an effort accommodate the lower income area that would be effected by the 9 percent he now proposes "opportunity zones" where taxes in distressed area would be less. "If you are at or below the poverty level, your plan isn't '9-9-9,' it's '9-0-9,'" Cain said. Cain also used his speech in Detroit to introduce his proposal for opportunity zones: low-income areas of the country that would have certain benefits like deregulating the cost of permits for those who want to start a business.Cain said these plans had been part of 9-9-9 all along, but earlier this week in Las Vegas, he said during campaign stops that he had yet to release the details of how this plan would deal with poor Americans.
"We simply chose not to talk about this piece earlier such that we could get people used to the whole concept," he said. Is that equivalent to discrimination?

Fox: Herman Cain jobs plan to include proposal for abolishing minimum wage in 'Opportunity Zones' (Daily Kos)  Cain will formally unveil his plan tomorrow, but according to Fox's James Rosen, it will center around so-called "Opportunity Zones" that would lower taxes in economically distressed areas provided that those areas agree to a host of conditions, including things like abolishing the minimum wage among other right-wing fantasies.
