SYNOPSIS: With debate over the
possible increase of the federal debt limit dominating Congress, will
brinksmanship give way to statesmanship? How should citizens understand this
debate? And what constitutional questions are at stake in it?
VERONIQUE DE RUGY is a senior research fellow at George
Mason University's Mercatus Center. She earned an M.A. in economics from the
University of Paris IX-Dauphine and a Ph.D. in economics from the University of
Paris-Sorbonne. She writes a column for Reason magazine, is a regular
contributor to The American, and also blogs at NRO and Big Government.
